Water Treatment Facility Improvements

Background
Coffeyville’s 7-MGD Water Treatment Plant needed repair and improvements. The facility was outdated and no longer ran at full capacity. An engineering firm was required to design improvements to get the plant operating efficiently again.

Activity
Allgeier Martin was hired in 2001 to design major facility renovations. In 2009, Allgeier Martin was again hired to design, administer, and inspect additional improvements. A number of waterline stops and valve replacements were needed. A video surveillance system was needed for increased security. Allgeier Martin’s construction estimate greater than the actual construction cost. The surplus allowed Coffeyville to add cleaning and disinfection of a water tank, and an additional waterline stop to the project.
In 2018, Allgeier Martin completed design for the renovation of a sixth filter to bring the plant’s capacity to 8.44 MGD. The control panel and SCADA system were updated to include the controls for this filter cell.
Technical Design & Features
2001 Renovations
- Installed 1 rapid mix facility ahead of the upflow clarifiers
- Replaced upflow clarifier drive & unit repainting
- Renovated sand/anthracite filters, filter media, control valves, backwash troughs & instrumentation & inclusion of filter-to-waste provisions
- Replaced alum, lime, & carbon feed equipment
- Constructed facilities to filter backwash waste
- Installed new backwash pump & variable frequency drives for all high service and backwash pumps
- Reroof buildings, paving replaced & sealed clearwell roof
- Construction permit from Kansas Department of Health and Environment
2009 Improvements
- Six temporary 30” waterline stops
- Replaced:
- Nine 30” butterfly valves
- Two 16” butterfly valves
- One 12” butterfly valve
- Three 12” gate valves
- Three 10” butterfly valves
- One clarifier drive
- Construction permit from Kansas Department of Health and Environment
2018 Renovations
- Replaced filter media, false bottom concrete underdrain & nozzles, backwash toughs, filter effluent, backwash, air scour, drain valves, & actuator
2022 Facility Plan
- Facility plan to improve or replace the City’s water plant
- Cost estimates of alternatives for improvement/replacement options
